Respected Sir/Madam, I am a research scholar of School of Humanities and Social Sciences, Indian Institute of Technology, Mandi (Himachal Pradesh), I joined the institution on February, 10th 2014 under the supervision of Dr. Shail Shankar to pursue my Ph.D. with the institution. On January 29th, 2019, I wrote an application related to my arbitrary suspension from the institution to the then current minister HRD. On February 4th, 2019, I had also written to the Secretary Department of Higher Education (Mr. R. Subrahmanyam) and Additional Secretary Department of Higher Education (Mr. Sukhbir Singh Sandhu) about my problem. In this regard, on May 13th, 2019 from my RTI application (Registration No. DOHED/R/2019/50954, dated April 26th, 2019), I got to know that a formal reply (File No. IIT Mandi/RO-80/2019/458-60 dated: May 3rd, 2019) has been forwarded from the registrar (Shri K. K. Bajre) of my concerned institution (IIT Mandi) to Shri Kundan Nath (Under Secretry Government of India, Ministry of Human Resource Development). But even after receiving a formal reply from the concerned institute authority and passage of more than a couple of weeks, I did not get any reply from the concerned appellate authorities of Department of Higher Education regarding my problem. Therefore, I want to seek following information from the department concerned (DHE): 1. Please tell me about the decision, if any, taken so far by the respective appellate authorities (DHE) regarding my suspension from the institute campus, release of my PhD scholarship, and constitution of a formal and independent inquiry committee to redress my grievance. 2. If no decision has been taken by the respective appellate authorities in this regard, than please specify the reasons for this delay and also specify a definite time-period within which a decision will be taken for the same. 3. Please also tell me about the measures taken by the respective appellate authorities to effectively overcome this delay in taking the decision and to ensure a quick and tim ely redressal of my grievance. 4. If there is any possibility of further delay to take the decision for the same, then please specify the reasons for that and also the measures available to me to ensure a quick and timely redressal of my grievance. 5. Please send me a copy/details of the decision, if any, made so far by the respective appellate authorities in this regard. Thanking you.
