What is the funding mechanism to central universities, IITs, IIMs and Central Government medical colleges.\n\nAre they provided funds directly from the Ministry of Finance or the Ministry of Human Resources Development apex body through which the Central Government fund allocation are routed to them. \n\nPlease furnish details about nodal agency(ies) that look after fund allocation for each, i.e., central universities, IITs, IIMs, medical colleges of the Central Government.
