I am currently pursuing PhD in IIT Roorkee and availing MHRD fellowship. But due my marriage issue, I wish to relocate in Maharashtra and want to continue PhD in some other Institute. As a woman candidate, can I transfer my PhD to other institute. If yes then please provide me detailed rules and regulations to transfer PhD along with the list of institutes where I can transfer my PhD in new city.
