In reference to File No. 4-28/2014-TS-I, the Technical Section-I, Dept. Higher Edu., Min. Human Resource Development (HRD) submitted the following two letters (copies attached):\n(i) A Summary, dated Oct. 09, 2015 to the Secretary, President of India.\n(ii) A letter, dated August 02, 2016 to the Registrar, IIT Kharagpur.\n \nThrough this application, I request for certified copies of all (i) the communications received by the Min. HRD from the President Secretariat and IIT Kharagpur, (ii) the communications sent by the Min. HRD to the President Secretariat and IIT Kharagpur, and (iii) the File note-sheets, in respect of the aforementioned summary / letter.

1. The CPIO did not respond to my RTI Application, dated Oct. 13, 2016 (attached) even after a delay of five weeks. This is deemed refusal of information by the CPIO.\n\n2. In view of the above, I submit this FIRST APPEAL under Section 19(1) of RTI Act 2005, and request the First Appellate Authority to kindly direct the concerned CPIO for supply of all the information as sought in my RTI application, dated Oct. 13, 2016, free of charge in accordance with Section 7(6) of RTI Act, 2005.
