I request for information under RTI Act 2005 about eligibility of Assistant Professor (contractual) who are not under regular/permanent category in IITs, IISERs and NITs for floating tender to purchase instruments for individual research work from Govt. of India/MHRD allocated funds, whether they are eligible or not eligible. If eligible is there any eligibility criteria on minimum grade pay who can float tenders. Please provide copy of any such office orders or information from concerned authorities.

Information was requested - about eligibility of Assistant Professor (contractual) who are not under regular/permanent category in IITs, IISERs and NITs for floating tender to purchase instruments for individual research work from Govt. of India/MHRD allocated funds, whether they are eligible or not eligible. If eligible is there any eligibility criteria on minimum grade pay who can float tenders. Please provide copy of any such office orders or information from concerned authorities.\nThe information provided by the CPIO is highly unsatisfactory because -\n1. Information was requested for MHRD or Govt. of India regulations regarding the tender floating eligibility of contractual faculty\n2. IITs, IISERs or NITs are autonomous institutions who are governed by MHRD guidelines in all aspects, hence individual request is not applicable in this case\n3. The information was requested which relates to MHRD funds allocated for these institutes, hence MHRD is supposed to have any such guidelines\n4. Information about IISERs, NITs was not provided by CPIO\n\nTherefore, the appellant request to kindly provide the requested information considering its link to MHRD regulations instead of individual IITs as CPIO directed. Information about IITs, IISERs and NITs contractual faculty was not requested as CPIO assumed during this RTI reply, rather these institute names were cited as a example. In deed MHRD rules/orders for all MHRD funded institutes in India is requested. If any such regulations or guidelines do not exist with MHRD and institutes are free to use Govt. money whatever way each want please state so in this appeal please.
