Subject: Application for seeking information under RTI Act, 2005 Dear Sir/Madam, Union Finance Minister had proposed to set up five new IITs at Jammu, Chattisgarh, Goa, Andhra Pradesh and Kerala in the Union Budget 2014-15. Also, in the Union Budget 2015-16 he had proposed to set up an IIT at Karnataka and upgrade Indian School of Mines Dhanbad into a full-fledged IIT. IIT Tirupati (Andhra Pradesh) and IIT Palakkad (Kerala) has already started their undergraduate courses with a total intake of 240 students through JEE Advanced 2015. Whereas at Indian School of Mines Dhanbad 935 students have taken admission in undergraduate courses through JEE Advanced 2015. It is important to mention that ISM Dhanbad has been taking admission through JEE Advanced (previously IIT-JEE) since past 16-17 years, which is being jointly organized by IITs and ISM. I would like to remind you that, in the year 2008 GOI had declared to set up 8 new IITs and upgrade Institute of Technology, BHU into an IIT. Following this IITs at Bhubaneshwar, Gandhinagar, Hyderabad, Jodhpur, Patna and Ropar had started their academic session from year 2008-2009 and IITs at Indore and Mandi started it from year 2009-2010. However it took GOI more than four years to formally give authority to these institutes to provide IIT degrees to their students, which required an amendment in the Institute of Technology Act-1961. Resulting, the passing out students of these IITs were in dilemma as they might not get the degree, until the parliament approves the new institutes as IITs. Such delays from the government becomes crucial for a student because during his studies he needs to get recognition at premiere industries and academia in India and abroad. Under the provisions of RTI act 2005, please provide the following information: 1)How long will it take the GOI to table the Institute of Technology amendment bill in parliament, which will provide IIT status to the proposed 6 new IITs and up gradation of ISM Dhanbad into an IIT. a)Why is this matter getting delayed even if it concerns the opportunities of the admitted students at IIT Tirupati, IIT Palakkad and ISM Dhanbad. 2)If the matter gets delayed, for the time being, will the government issue an ordinance declaring ISM Dhanbad as an IIT, renaming it to Indian Institute of Technology Dhanbad as done in the case of conversion of University of Roorkee to IIT Roorkee. 3)For the time being, are the students of IIT Palakkad, IIT Tirupati and ISM Dhanbad are allowed for amenities like: a)Using the institute name as IIT for academia purpose. b)Participating at Inter IIT Sports meet.
