The information provided by media is not proper. I wanted to know what will be mode of examination(computer or paper based) and frequency of examination( once or twice a year). Department of Higher Education vide Letter No.1- 7/2015 - U.ll (1) dated 02.11. 2017 intimated Pay Fixation method in respect of the revised pay structure for different categories of teachers and equivalent positions. This Scheme is subject to the guidelines issued by the Department of Expenditure vide OM No. 1/1/2016-E.lll(A) dated 13h January, 2017.\n\nB. Department of Expenditure vide OM No. 1/1/2016-E.lll(A) dated 13h January, 2017 indicated that that revised pay scales as per the Pay Matrix, as contained in Part-A of the Schedule of the CCS(RP) Rules , 2016 as well as the principle of pay fixation as contained in the said rules, may be extended to the employees of the Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies, etc., set up and funded/controlled by the Central Government.\n\nC. An extract of Central Civil Services (Revised Pay) Rules, 2016 is reproduced below \n7 (B) In case of medical officers in respect of whom Non Practicing Allowance (NPA) is admissible, the pay in the revised pay structure shall be fixed in the following manner:\n(i) the existing basic pay shall be multiplied by a factor of 2.57 . . . next higher Cell in that applicable Level of Pay Matrix.\n(ii) The pay so fixed . . . on the existing basic pay until further decision on revised rates of Non Practicing Allowance.\nFrom the Illustration given at Para 7 (B), it appears that for medical officers, the existing DA at index average as on 1st day of January, 2006 also include DA on NPA at the rate of 125%.\n\nD. I am a veterinary scientist working at Indian Council of Agricultural Research (ICAR). My pay is going to be revised without including DA on NP at the rate of 125%. As a result, my REVISED EMOLUMENTS WOULD BE LESS THAN THE EXISTING EMOLUMENTS. AFTER PAY FIXATION, I HAVE TO REPAY THE EXCESS AMOUNT THAT WAS DRAWN DURING THE PERIOD FORM 01.01.2016 TO THE DATE OF PAY FIXATION - WHAT A RIDICULOUS POLICY OF GOVERNMENT OF INDIA.\n\nIn view of above, I would like to seek following information under the RTI Act, 2005. \n\n1. View DOHED/A/2018/60217 Date: 12.08.2018\nTo\nThe First Appellate Authority\nDepartment of Higher Education\nMinistry of HRD, New Delhi\n\nSir / Madam,\n\nSubject: Submission of First Appeal U/S 19 of RTI Act\nRespected Sir/Madam\nI submitted one online RTI application which was received in the Department of Higher Education on 05.07.2018 (Ref.No. DOHED/R/2018/51715).\nIn response, the CPIO vide Letter No. F. 21-01/2018-U.II dated 01.08.2018 transferred the RTI application to the CPIO, University Grants Commission under section 6(3) of the RTI Act, 2005. Due to some unknown reason, the CPIO did not disclose the name, designation and address of First Appellate Authority, a violation of RTI Act, 2005.\n\nI am not satisfied with the response taken by the CPIO, Department of Higher Education on the following grounds.\n\nI. It is the responsibility of the Department of Higher Education to frame rules and regulations in respect of finalizing the scheme of revision of pay of teachers and equivalent cadres in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the Seventh Central Pay Commission (CPC). It is the Department of Higher Education which has framed various provisions of the Scheme of revision of pay scales and intimated to all concerned vide vide Letter No.1- 7/2015 - U.ll (1) dt. 02.11. 2017. \n\nII. I would like to reproduce selective extract of Letter No.1- 7/2015 - U.ll (1) dt. 02.11. 2017 issued by the Department of Higher Education.\ni. I am directed to say that the Government of lndia have decided, after taking into consideration the recommendations made by the Pay Review Committee (PRC), constituted by the University Grants Commission (UGC), and decision of the UGC taken at the meeting of the Commission held on 22nd February, 2017, to revise the pay scales of teachers in the Higher Educational institutions under the purview of the UGC.\nii. Para 19: Anomalies, if any, in the implementation of this Scheme may be brought to the notice of the Department of Higher Education, Ministry of Human Resource Development, for clarification/ decision of the Central Government.\n\nFrom above it is clearly evident that the Department of Higher Education is responsible for both the (i) revision of pay scale of teachers following the Seventh Central Pay Commission (CPC) and (ii) for resolving anomalies, if any. THUS, THE CPIO OF DEPARTMENT OF HIGHER EDUCATION DID MISTAKE IN TRANSFERRING TO ANOTHER PUBLIC AUTHORITY (UGC).\n\nIII. The CPIO Department of Higher Education did NOT categorically state the RTI application did not pertain to the Department of Higher Education.\n\nIV. Kindly confirm the % Percentage (all together subject PCB) in qualifying exam (i.e 12th Class) for OBC candidate to appear in NEET 2019\n(National Eligibility cum Entrance Test). \n2. Kindly confirm if a candidate who was a regular student and has got compartment in subject Chemistry in 12 th class exam in the year\n2018 and sucessfully passed the exam in 2018 itself, will he be eligible to appear in NEET 2019.\n3. In case the same candidate is unable to qualify his compartment in the year 2018 itself and finally cleared his Compartment in the\nChemistry subject in the year 2019 then which type of Marksheet will be issued by CBSE to the candidate, Regular or Private.\n4. 718 DOHED/R/2018/51686 nil As per a new article-\nNEET, JEE to be held twice a year, says Javadekar \nVikas Pathak NEW DELHI, JULY 07, 2018 15:29 IST \n\nThe Joint Entrance Examination (Mains) JEE-Mains and the National Eligibility cum Entrance Test (NEET) will now be conducted twice a year instead of just once, Union Minister of Human Resource Development Prakash Javadekar said on Saturday. The former determines admission to the National Institutes of Technology, the Indian Institutes of Information Technology, etc., and also eligibility to appear for JEE (Advanced) for admission to the Indian Institutes of Technology, while the latter decides admissions to all medical colleges except AIIMS and JIPMER, Puducherry. Candidates will be eligible for taking these examinations both times a year and their better score will be considered for admission. The IITs will continue to conduct the JEE (Advanced), however, and this is likely to be held just once a year. Mr Javadekar also announced that the National Testing Agency (NTA) would take over the conduct of these examinations, taking away a significant burden from the Central Board of Secondary Education (CBSE), which conducts a host of exams now.
