  1. Speedy settlement of Pensions, Provident Fund and other retirement claims
  2. Compilation and submission of SCT (Statement of Central Transaction) Monthly and Annual Accounts viz. Appropriation Accounts, Finance Accounts to the O/o CGA.
  3. Providing accounting information to concerned authorities for effective Financial management.
  4. Implementation of various modules of PFMS for the IT based online payments and settlement of GPF and pension cases.

The Pr. CCA’s organization discharges the above responsibilities through two basic units.

  1. Pay and Accounts Office
  2. Principal Accounts Office

THE PAY AND ACCOUNTS OFFICE

This is the basic unit of departmentalized accounts organization. The seven ministries under Pr. CCA, Education has 15 Pay and Account Offices. 10 PAOs are located in Delhi, 2 in Kolkata, 1 each in Mumbai, Hyderabad and Chennai. Its main functions include:

  1. Pre–Audit and payment of all bills, including those of loans and grants-in-aid.
  2. Issue of quarterly Letters of Credit to Cheque Drawing DDOs and post audit of their vouchers.
  3. Compilation of monthly accounts of receipts and payments made by them incorporating therewith the accounts of the Cheque Drawing DDOs.
  4. Maintenance of GPF accounts and authorization of retirement benefits.
  5. Settlement of pension cases including revision of pension.

THE PRINCIPAL ACCOUNTS OFFICE

It performs all administrative functions on matters relating to the Departmental Accounting Organization in the seven ministries. It is also responsible for all co-ordination functions of accounts with the Ministries, O/o CGA and other organizations. The Principal Accounts Officer derives its powers as Head of the Office as per Rule 13 Schedule V of DFPR 1978.
