This RTI is regading the interest of the PhD students at IITs.
Having some very ugly experiences in my almost four years of PhD at IIT Kanpur, I am left with a little faith in the institute authority. Therefore I would like to ask the MHRD to direct all the institutes to form a Research Scholars Association which will monitor any unethical acts by the thesis supervisors and will enable the PhD fellows to address their concenrs. Where IIT Kanpur is well known for delaying PhD I believe the following reasons or concerns are more or less common to a large section of PhD students.
Some supervisors retaliate on their students by spoiling their academic career in order to ventilate their personnal indignation. This is absolutely unethical and not legally tenable. Personal and professional conduct should be different. When the institute administration plays the role of silent audience on such corrupt practice it naturally leaves a student with little faith in the administration.
Some supervisors are totally reluctant. Students can rarely meet them which leads to sufficient loss of time. Their only excuse is they are too busy. It may be true. But they should honestly declare this before taking a student.
Some thesis supervisors exploit their students in order to fulfill their promotion requirements. Students are forced to stay back as the supervisors do not sign the thesis even after completion of sufficient amount of work. Nobody monitors this.
Initially there is no proper plannig and the students are given work on adhoc basis. At the end of the day the students struggle to give a good shape to the thesis which results in wastage of time.
Non availability of machine time is a serious issue.
In conclusion I strongly suggest to form the aforementioned association in order to curb such corrupt practice which will prompt the students to study in India rather than going abroad.

I am very much thankful to the MHRD for the early response on my RTI and also for having forwarded my application to IIT Kanpur.
I have just one point to clarify. I wonder whether my application has been forwarded to other IITs as well. As has been mentioned in the RTI the PhD students of other IITs may have similar plight. Personally I am not aware of the situtation of other IITs and that is why I am worried about them.
I once again thank the MHRD for the positive move
