1. Current status of the proposal to restructure the University Grant Commission and transform it into a Higher Education Commission, and the tentative date by which the said transformation may get completed
2. Current status on National Digital Library to provide all kinds of e-learning materials to teachers and students, along with the state deadline for the completion of this project
3. Whether the government has proposed/proposes to establish technological institutes for rural development and if so, the details thereof

The Ministry of Human Resource Development (MHRD) has launched Unnat Bharat Abhiyan (UBA) on 11th November, 2014 to enable higher educational institutions to work with the people of rural India in identifying development challenges and evolving appropriate solutions for accelerating sustainable growth. The MHRD has advised all the higher educational institutions which are funded by the Central /State Government and all Institutions which are under approval by the regulatory bodies to adopt clusters of backward Gram Panchayats / villages in their vicinity and apply their knowledge and expertise to improve the infrastructure in the Gram Panchayats (GPs). BE Rs 10 crores has been allocated to Unnat Bharat Abhiyan (UBA)for the year 2016-17. Out of which Rs. 5.16 Crores has been released to IIT Delhi, Coordinating Institute of UBA.
