On AICTE website (www.aicte-india.org/iit.php) it is mentioned that each IIT is an autonomous University so kindly provide following information under RTI act 2005
1- Name of the competent authority who has declared IIT Delhi as an Autonomous University.
2- Copy of document by which IIT Delhi is declared as an Autonomous University.

Kindly refer Institute of Technology Act,1961 as amended from time to time.
It is true that, as per this act, all IITs are autonomous Institutions of National Importance but in this act it is no where mentioned that IIT Delhi is an autonomous University or accorded the status of University. I am also of the opinion that every IIT is a University because it is awarding highly prestigious degree and their roles and responsibilities are more than a University.
I have to defend it (IIT Delhi is an autonomous University or accorded the status of University) in a legal debate.
Kindly help me to provide document or OM or other to support that IIT Delhi is an autonomous University or accorded the status of University.
