Hello Sir, This is regarding notification F. No. 23-1/2008-TS.II dated 18th August 2009 by Technical Section II, Department of Higher Education, Ministry of Human Resource development, Government of India. In section 1.ii bullet 2 (page 2), it is written that for appointment as an Assistant Professor, one should have a PhD with first class or equivalent in the appropriate branch with a very good academic record throughout and at least 3 years industry/research/teaching experience, excluding however, the experience gained while pursuing PhD. The above rules clearly mentions that at least 3 years of industry/research/teaching experience (excluding the experience gained while pursuing PhD) is sufficient for the post of an Assistant Professor. Clearly, the notification does not mention about pre or post PhD experience. However, different IITs (Indian Institute of Technology) interpret the above notification in different ways. There is no uniformity. Few IITs (including IIT Guwahati) demands 3-years post-PhD experience by citing the MHRD notification. On the other hand, some IITs does not differentiate between the pre and post PhD experience while recruitment. It is normal for an engineer to work in industry for few years before going for PhD. This helps in a better understanding of engineering and it really benefits any further research. The vagueness in the notification about the required experience for an assistant professor is causing a lot of distress in the IIT faculties who have a lot of industrial experience before their PhD as few IITs does not count it in the minimum experience required for an assistant professor. The IITs always express their inability to do so by citing the notification. Therefore, I request you to answer my following questions. Note that the lecturer post in the above notification was renamed as assistant professor on contract. Therefore, I will use assistant professor (regular) for the assistant professor post in the notification. 1.Does the notification means that an assistant professor (regular) must have 3-years of post-PhD experience 2.Does the notification means that an assistant professor (regular) may have 3-years of pre or post PhD experience (excluding the experience gained while doing the PhD) 3.How many assistant professors (regular) are recruited in all IITs without having 3 years of post PhD experience after the notification date (18th August 2009) until now 4.How many assistant professors (on contract) are recruited in all IITs with having 3 years of pre and post PhD experience after the notification date (18th August 2009) until now 5.If answer to question 2 is a yes then what can be done for the assistant professors (on contract) which were recruited in all IITs with having 3 years of pre and post PhD experience after the notification date (18th August 2009) till now Thanks and Regards Hanumant Singh Shekhawat Attached: This letter and the MHRD
