Vipin Kumar is an IAS officer of 1996 batch, Bihar cadre. He belongs to Baraut (Baghpat), a town in Western UP. He completed his education from Malviya Regional Engineering College (MREC) Jaipur in Electronics & Communication Engg.
During his posting in Bihar state, he has worked as District Magistrate of Muzaffarpur, Bhagalpur, Buxar, Supaul and Jamui districts. Also, He was Chairman of Bihar Bridge Construction Corporation, Managing Director of Bihar Milk Cooperative Federation (SUDHA) and Director Mid-Day Meal Bihar.
He has attended various international training programmes including programmes of Public Policy at Harvard University, USA and Programme & Policy Implementation at IPAC, Canada.
He joined courses related to Cyber Security and Cyber Crime at Gujrat Forensic Science University, Gandhinagar and at MEITY.

- Setting up of PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development) under New Education Policy-2020.

Administration & Coordination:
- Administration, Coordination & Parliamentary work of Dept. of School Education & Literacy including, E-Office, National Component, all reviews by Hon’ble PM, Sectoral Group of Secretaries, etc.

- Monitoring of E-Samiksha, LIMBS, CPGRAMS Portals
- Nodal officer for residual work not allotted to anyone relating to the Ministries / Departments of ParliamenAry Affairs, DoPT, DARPG, Civil Aviation, Corporate Affairs, Extemal Affair, and Tourism.
