Please answer the following questions under the RTI Act
1. Has the office of the President approved the choice of Anil Kakodkar as IIT Roorkee chairman. If yes, please provide the date of approval.
2. Has the HRD Ministry notified the appointment of Anil Kakodkar as IIT Roorkee chairman. If yes, please provide the date of notification. If no, kindly state the reasons for not notifying it.
I would also like to inspect the file containing the above information for a period of three hours. The PIO should make arrangement to make photocopies of pages I identify during inspection. I will pay for the photocopy charges.

My RTI application regarding appointment of Anil Kakodkar as chairman of IIT Roorkee was disposed off on December 22, 2017. In my application, I had sought access to the file containing all notings and correspondence on the above subject. However, I was informed that the file is under submission to higher authorities, because of which an inspection could not be arranged within 30 days.
A month has lapsed since I filed my application. Since there is no clarity on how long the concerned file will remain under submission to higher authorities, it is unfair to expect the applicant to wait indefinitely. As my request for information is legitimate, I request the appellate authority to order the PIO to arrange for the file inspection for three hours.
