I seek information regarding an incident on 14th May 2016 night near the B-type Community at IIT Guwahati premises. The following information may kindly be furnished:\n\n1. The names of the persons involved and their status/designation (faculty, student, staff, dependent, ward etc)\n2. Whether any complaint pursuant to the incident has been filed, and if yes, by whom.\n3. Whether any Enquiry committee has been set up, and if yes, what is the constitution of the committee.\n4. Whether the members of the committee have any conflict of interests, and details thereof. Any present and past association of the DoFA with the committee members may be furnished.\n5. Whether those in a position to exert undue influence on the outcome of the enquiry report have recused themselves from their posts for the duration of the enquiry, and if not, the reasons thereof.\n6. Whether accused, aggrieved and witnesses have been invited by the committee to depose/testify before the committee, and the list of such persons. If not, details may be provided stating the reasons thereof.\n7. The deadline by which the committee is to submit its report, and if completed, the follow-up actions being taken against the offenders.\n8. Whether any attempt has been made to preempt the outcome of the enquiry by the Deputy Director and the Students VP or the IITG administration, and if yes, the reasons thereof.\n9. Whether IITG has a stated policy to arrive at amicable settlement for civil as well as criminal offences, including human rights violations. If yes, the details of such policy may be made public. Whether this case seeks to set precedent for amicable settlement for any future case of like nature.\n10. Whether the enquiry committee follows/followed principles of natural justice.\n11. Details regarding the differentiation policy of referring complaints to enquiry committees versus disciplinary committees. \n12. Whether any disciplinary committee under existing rules/ statutes has jurisdiction over dependents of staff and faculty, and if not, the reasons thereof. If yes, the details may please be provided.\n13. Was any undue pressure exerted, or sought to be exerted against the students/victims and the complainant, by initiation of legal proceedings, or any other method.
