With due respect , I want to know , If an indian citizen pass out enginnering student from private engineering college preparing for competitive government exams, and having some serious doubts in engineering question 9 questions which mentally tortured him a lot from past ten months because student is unable to find single undisputable answer by himself for these 9 questions, so if as an Indian citizen he wants to visit indian goverenment funded Indian Institute Of Technologies , for the written solution of his problems ,whether he has to apply rti to IITs or to visit IITs by typing application contaning doubts , and whether to meet head of concerned engineering dept of IIT or IITS Rti Officer for solution .Please guide , I will be very thankfull to you.
