To The CPIO E.II Section Deptt. of Higher Education Shastri Bhawan New Delhi. Subject:-Information under RTI Act 2005. Sir, With reference to your letter on the subject mentioned above and to say that the information furnished is vague. About 2 yrs. have passed, the cases where ad-hoc services has been taken into account for reckoning the resident period for ACP/MACP have not been reviewed yet. Our Honourable Prime Minister is giving stress on good governance and here Deptt. of Higher Education is setting an example of bad governance. My similarly placed fellow colleagues are getting more salary than me because of the fault of E.II Section. My juniors are earning higher pay than me. This is an injustice to me. I am suffering mental agony. E.II has done away with its responsibilities just by saying that review process is yet to be completed. How much time is required to review these cases. My quarry again is that when HRD knew that the adhoc service cannot be taken into account for reckoning the residence period for ACP/MACP as per extent instruction than how it extended the benefit of ad hoc services to my fellow colleagues and why not it reviewed the cases immediately. 2. My another quarry is that when the cadre controlling authority was the same why my name was not included in the list at the time of fixation of pay during 6th pay commission as the names of other colleagues from Deptt. of Youth Affairs and Sports, Deptt. of Culture were included in their list. Yours faithfully, Naresh Sabharwal Asstt./Ministry of Youth Affairs and Sports Shastri Bhawan, New Delhi
