Ref: Response from IIT Bombay, for my earlier RTI application DOHED/R/2015/60255 (attached). In the response provided by IIT, the point No.1 states that OCI and PIO card holders get seats allocated along with Indian Nationals. It also states that they will be treated as Foreign Nationals and allotted Supernumerary seats. A) Both statements above sound contradictory to each other. On one hand, it states that PIO card holders get seats along with Indian Nationals, and on the other hand it says they will only be allotted Supernumerary seats. Why are OCI and PIO card holders getting only Supernumerary seats and not the mainstream seats along with Indian Nationals B) My son has been living and studying in India for the past 10 years and we have been paying Indian taxes. He has been studying hard to get into IIT. It is unfair to treat him as foreigner and deny him the mainstream seats. Even NITs and IIITs are treating OCI/PIO card holders the same as Indian nationals and allotting mainstream seats. Why are IITs adopting a different policy C) Were OCI/PIO card holders allotted Supernumerary seats in 2014. If not, please explain the motive for change of policy this year. D) Please provide counts of Supernumerary seats that were made available in 2014 in each branch and in each IIT. E) Please provide the count of how many OCI/PIO card holders qualified in JEE advanced 2014. F) Please explain the criteria to decide Supernumerary seats in each IIT. G) We sincerely request OCI/PIO card holders be treated as Indian Nationals in seat allocation and allotted mainstream seats, as they are descendants of Indian Nationals. Kindly let me know who we should approach to request this. As per OCI act in 2005 (moia.gov.in/writereaddata/pdf/2005_oci.pdf), OCIs should be treated on par with NRIs (who are Indian Nationals) in the field of education.
