I am hereby seeking certain information related to terminal benefits (encashment of EL/ HPL, Gratuity etc) of an employee who is working under any of the IITs under Dept of Higher Education, MHRD under RTI 2005\n\n1. The guidelines/ provisions for grant of Lien to regular employees in Indian Institute of Technology (IITs) who apply through proper channel. Once the application of IIT employee is forwarded, then can he be denied grant of lien.\n\n2. The guidelines, provisions for grant of terminal benefits (encashment of EL / HPL, gratuity etc) from Govt/ PSU/ AB to the employee relieved on technical resignation for immediate absorption. If the employee can get claim Leave Encashment under rule 39(d) in such case and whether his application for getting terminal benefits (encashment of EL/ HPL, Gratuity etc) from the Govt/ PSU/ AB has to be forwarded by the present employer. The rule or guidelines or provisions under which such forwarding of application is required may kindly be provided.\n\n3. The IIT norms which are being followed at different IITs with regard to grant of lien and terminal benefits including encashment of leaves as well as gratuity. \n\n4. The Escalation channels of IITs where an aggrieved employee can submit his grievance for the service matters.\n\nNecessary charges, if any will be borne by me.
