In order number 17-2/2014-TS-I says
House Rent Allowance (HRA): All research fellows and
M.E./M.Tech/MS/M.Des may be provided hostel accommodation wherever
available and those residing in accommodation provided by the Institute will not
be eligible for drawing HRA
This does not says an YES or NO to my question
