1. Names of all 37 applicants who were shortlisted for the post of Director, IIT Patna, IIT Ropar and IIT Bhubaneshwar. Kindly also provide copy of bio data of all these 37 applicants. 2. Names of all 12 candidates who were called for an interview for the said post. Please also provide the copy of marks given by Search-cum-Selection Committee members to these 12 candidates. 3. Copy of letter written by Mr A Kakodkar in this regard on March 12, 2015. 4. Copy of the response given by the ministry to Mr Kakodkar on his letter.

Dear FAA I got the response of the CPIO today but I am filing this first appeal since I am not satisfied with the response. In fact the CPIO has claimed exemption under section 8 but the relevant sub-section has not been quoted. That is why I have strong feeling that just for the sake of denial the CPIO has mentioned the section 8 in very superficial way. I am not convinced that disclosure of the list of shortlisted candidates for the post of institutions run on public money will attract any of the sub-sections of section 8 of RTI Act-2005. The CPIO must realise that the purpose of RTI Act was transparency and it the departments like yours had disclosed the list of shortlisted candidates suo motu on your websites, there was no need of filing RTI application. But the CPIO has denied it even after filing RTI application, which is very unfortunate in a government whose Prime Minister Mr Narendra Modi quotes at almost every forum that transparency is his governments main thrust area. It is unfortunate that the officers like this CPIO are trying to tarnish the image of present government by denying such information which should be posted in public domain suo motu. You are, therefore, requested to ask the concerned CPIO to provide me the requisite information as soon as possible and read RTI Act and my application very carefully before that. Such disclosure, I am sure, will no way attract any exemption clauses under RTI Act.
