3121 DOHED/R/2015/62832/1 nil I would like to get answers for some fellowship (MHRD-funded Ph.D. Scholars) related queries. First I would like to present some facts related to scholarship hike. For your information: Before stipend hike, Ph.D. scholars with M.Tech equivalent degree in IITs/NITs used to get Rs. 18,000/- for first two years and Rs. 20,000/- for next two years, whereas Ph.D. scholars with B.Tech equivalent degree used to get Rs. 16,000/- for first two years and Rs. 18,000/- for next three years. After stipend hike, according the notice from MHRD, Ph.D. scholars with M.Tech equivalent degree will get Rs. 25,000/- for first two years and Rs. 28,000/- for next two years, whereas Ph.D. scholars with B.Tech equivalent degree will also get Rs. 25,000/- for first two years and Rs. 28,000/- for next three years. I would like to get answer for the following questions: 1. Why has the MHRD increased the stipend for Ph.D. scholars with M.Tech equivalent degree by 40% and for Ph.D. scholars with B.Tech equivalent degree by 55% Why is this discrimination 2. What is the status of M.Tech degree carries in comparison to B.Tech degree i.e. less, equal or higher 3. a. Note that Ph.D. scholars with both M.Tech equivalent degree also have B.Tech degree. This fact alone is sufficient to claim that Ph.D. scholars with M.Tech equivalent degree must receive more stipend than Ph.D. scholars with B.Tech equivalent degree. b. Even if the MHRD considers both Ph.D. scholars with M.Tech equivalent degree and Ph.D. scholars with B.Tech equivalent degree equally, then scholars of both categories should get stipend of same amount for same number of years (in this case for five years as for B.Tech). c. Even if the MHRD considers Ph.D. scholars with M.Tech equivalent degree to be senior and if that is, according to the MHRD, the reason for their four-year stipend instead of five-year stipend, then they should get Rs. 28,000/- for first two years and Rs. 31,500/- for next two years based on their seniority as well as based on parity i.e. the 55% hike should be implemented for both Ph.D. scholars with M.Tech equivalent degree and Ph.D. scholars with B.Tech equivalent degree, not just for Ph.D. scholars with B.Tech equivalent degree. Why did the MHRD not implement any one of the above that can be easily worked by simple logic 4. If the MHRD is giving fewer stipends to Ph.D. scholars with M.Tech equivalent degree compared to Ph.D. scholars with B.Tech equivalent degree, what is the message the MHRD is trying to convey to the research community of India 5. If the MHRD feels that my logic is incorrect, please clarify on this with proper concise reasoning that does not violate parity 6. If the MHRD feel that my logic is correct (being an excellent researcher, I am sure that my logic is correct), will the MHRD do justice to Ph.D. scholars with M.Tech equivalent degree by increasing the stipend amount or period and bring parity for all irrespective of degree. 06/08/2015 nil Reply attached. 3122 DOHED/R/2015/62828 nil As per the OM F.NO.l7-2/2014-TS.I issued on 02.03.2015 by Director of MHRD Mr. Alok Sharma, it is mentioned clearly that stipend for JRF is Rs. 25,000/- and for SRF is Rs. 28,000/- for both Science and Engineering , which means for first 2 years as JRF and next 3 years as SRF. So it is clearly shows that the stipend should be minimum for 5 years not exceeding that. For getting hike itself we struggled a lot where the ministry has not came forward by them self initially to resolve the issue. Moreover hike was implemented from October 2014 instead April 2014. Financial year starts on April 1st not on October 1st. Suddenly on 10.07.2015 another OM came issued by Mr. Prissa Mathew, Under Secretary to the Govt. of India, MHRD stating that stipend is only for 4 years though with M.Tech and Equivalent Qualifications. What is the value of the old OM generated by the Director of MHRD. What is the necessary to stop this extension of 5 years. why there is no equal hike in engineering and science background research scholars, where 55% for science only 40% for engineers. If equality should be there then it should be Rs. 28,000/- and Rs. 31,000/- respectively for engineers instead Rs. 25,000/- and Rs. 28,000/-. From where you people are referring something before implementing . Who is the higher authority in MHRD before issuing an OM. Is Mrs. Smrithi Irani really educated person. You people educated where to implement uneducated things like this. I need a proper circular issued regarding HRA for research scholars. what is the benefits you people are getting by playing with research scholars in India. Whether really we are doing research in India with you people in concern position. I guess both IITs and NITs comes under MHRD only will follow the same rule regarding HRA, TA/DA, Medical benefits and all. 06/08/2015 nil Reply attached. What is the value of the OM (OM F.NO.l7-2/2014-TS.I issued on 02.03.2015) generated by the Director of MHRD. 2. Whether the OM ( F.NO.l7-2/2014-TS.I issued on 02.03.2015) by Mr. Alok Sharma, Director of MHRD is currently valid or not. 3. Who has the highest power of issuing OM in MHRD for fellowship hike. Directer or under secretary. 4. On 10.07.2015 an OM issued by Mr. Prissa Mathew, Under Secretary to the Govt. of India, MHRD stating that stipend is only for 4 years though with M.Tech and Equivalent Qualifications which contradicts with the OM (F.NO.l7-2/2014-TS.I on 02.03.2015) issued by the Director, MHRD. Which one is valid currently. 5. What is the period for JRF and SRF. 6. Compare to B.Tech/equivalent qualifications (5 years), the revised stipend amount is very low for M.Tech/equivalent qualified scholars (only 4 years). Why. 7. There is no clear information regarding HRA for research scholars in the OM. Please provide detailed circular/OM/explanations issued regarding HRA. 8. Whether the allowances like HRA, TA/DA, Medical benefits, etc are same for IITs and NITs. In this regard, please provide the concerned documents. 18/08/2015 nil nil nil

3126 DOHED/R/2015/62818 nil With reference to the letter No.25-2/2010-TS.II dated 30.09.2010 (enclosed) , it has been decided by MHRD to revise the Scholarship/Fellowship/Assistantship in AICTE approved and Centrally Funded Technical Institutions under the Ministry of Human Resource Development. According to notification issued , scholarship for Mtech people who have qualified GATE exam have been revised from 8000 to 12400 . Also according to the notification F.NO.l7-2/2014-TS.I (enclosed) dated 2.03.2015 by MHRD,the additional cost of the revision i.e 4400(12400-8000) will be met by the institute. I study in University of Hyderabad, a premier central institution of post graduate teaching and research in the country, but i am afraid to say that they failed to implement your notification. Institute ID is 1-1313769821 for scholarship disbursement .Since there is no supervision by MHRD on the institution, the institution is openly flouting the norms and not disbursing the scholarships of the students which compelled me to ask some questions regarding the implementation part for your notification . My questions for the same are : List of Name of Institutions under Ministry of Human Resource Development who have complied with MHRD F.NO.l7-2/2014-TS.I notification and thereby disbursed revised rates of scholarship in case of Mtech i.e Rs 12400/month from 1.12.2014. List of Name of Institutions under Ministry of Human Resource Development who have not complied with MHRD F.NO.l7-2/2014-TS.I notification and henceforth not disbursing revised scholarship for Mtech. Kindly state individual difficulty for each institution in implementing the same and how MHRD is pursuing them to expedite the matter. Last date by which every Institutions under Ministry of Human Resource Development will Implement MHRD notification F.NO.l7-2/2014-TS.I dated via 02.03.2015. If the Institute under MHRD does not disburse the scholarship then who should be held accountable and penalized for that, MHRD or the concern Institute. If the institute under MHRD says that the university does not have fund to disburse to student despite the notification from MHRD then what options are available to students to complain. Will MHRD provide legal assistance. How frequently have Ministry of Human Resource Development followed up with the Institutions in making sure that their notification F.NO.l7-2/2014-TS.I has been properly implemented in timely manner. Kindly enclose all communication for the same in your reply. Have much time Ministry of Human Resource Development gives to institutions for implementation of their notification . If the institute exceeds that time then what actions are taken against them. However as the notice is issued by Department of Department of Higher Education regarding the increase in fellowship for Mtech students from Rs 8000 to Rs 12400,they must have be having list of institutions who have adhered to their notice and applied the same to their institution. They also gave false reason that University of Hyderabad does not come under department of Higher education. However in their notice to the institution the subject line used is Revision of rates in AICTE funded and Centrally funded Technical institutions under the Ministry of Human Resource development. It is very much clear that University of Hyderabad comes under centrally funded technical institutions.Henceforth Director of Higher education must tell when students of University of Hyderabad will get hiked Mtech scholarship i.e Rs 12400. 24/08/2015 nil nil nil

With reference to the above letter I want to you are requested to provide the following information under the Right to Information Act 2005 1.With letter no. F.No.76-1/2015/TS.I point no. 2 ensure that the revised fellowship for Ph.D. scholars was based on OM.NO.SR/Z-09/2012 dated on 21.10.2014 by DST and UGC (Fellowship Public Notice). Whereas letter no. SR/S9/Z-01/2015-70 dated on May 13, 2015 replied by DST (Copy enclosed) in point no. 2 ensures that minimum hike of research personals is 55.5 %. Please provide me a copy which ensures the minimum hike for Ph.D. scholar in 55.5 % over the previous hike as per letter no. F.NO.25-2/2010-TS.II issued by MHRD dated on September 30, 2010. 2.With letter no. F.NO.76-1/2015/TS.I dated on March 05, 2015 point no. 2 based on order of UGC. MHRD clarified vide letter no. F.NO.17-2/2014-TS.I dated on March 02, 2015. Whereas the UGC public notice (Copy enclosed) clearly indicates that enhance fellowship in 55 %. Which does not qualify the new hike by MHRD for Ph.D. scholars with M.Tech. i.e. Rs 18,000/- (first 2 years) and Rs 20,000/- (after 2 years).
