Brief facts : The National Council of Teacher Education (NCTE) is an autonomous organization under MHRD. But it is very unfortunate to say that the Member Secretary of NCTE is indulged in fraud / Scam in Centrally Sponsored Scheme (CSS) of Inclusive Education of Disabled at Secondary Stage (IEDSS). The Member Secretary of NCTE is misusing his official power to work beyond the jurisdiction of NCTE. Kindly provide following information under the RTI Act 2005: 1. Copy of Letter / Representation received by the NCTE from the Directorate of Education GNCT of Delhi regarding approval of CTET as an essential qualification for appointment of Special Education Teachers at Secondary (Class IX to X) and Senior Secondary (Class XI to XIII) Level under IEDSS Scheme. 2. Copy of approval Letter of NCTE sent to Directorate of Education, GNCT of Delhi through which CTET has been made an essential qualification for appointment of Special Education Teachers for Class IX to XII. 3. Details of CTET examination conducted by NCTE or any other authority for Class IX to XII of General Teachers. 4. Details of CTET examination conducted by NCTE or any other authority for Class IX to XII of Special Education Teachers. 5. Details of CTET examination conducted by the NCTE or any other authority for Class I to VIII of Special Education Teachers. 6. Name of the officers of the NCTE involved in the fraud / Scam in IEDSS Scheme. 7. Kindly grant me permission u/s 2(j)(i) of the RTI act 2005 to inspect the documents related to the above queries.

In all the points 1 to 7 the information has been desired on the actions of PMO. As regards Ministry of HRD it is to intimate that a complaint was received from Sh. Yogacharya Satender Singh. The complaint was examined with the concerned agencies and it was found there is no fraud/scam in the IEDSS scheme as alleged in the complaint. Further, a similar complaint has been received through CVC. The complaint was sent to the concerned agency for its comments. The comments are under examination/submission in MHRD.

In my RTI application I have used the term - or any other authority. The CPIO of MHRD may kindly provide the requisite information. Para No. 6. The CPIO may kindly provide the names of the officers of the NCTE involved in Fraud / Scam in the IEDSS Scheme. Para No. 7. The requisite permission u/s 2(j)(i) has not been granted. Kindly grant the requisite permission to inspect the documents related to above queries.

The RTI application pertains to NCTE. It was transferred physically by the CPIO of this division to the CPIO NCTE. The appeal has also been transferred physically to the appellate authority of NCTE. Copy of the letter is uploaded.
