This appeal is in reference to the response to my RTI (PRSEC/R/2017/50525) which has been forwarded from the Presidents Secretariat. I requested the following information: Please provide me true photo copies of all documents, including but not limited to letters, communications with all annexures that were received from the Ministry of Human Resource Development (MHRD) by the Visitor / President Secretariat and sent to MHRD by the Visitor / President Secretariat, that were examined and relied upon in connection with the appeal of Prof Rajeev Kumar for setting aside the proposed penalty. The response provided to me has 31 pages including one page cover letter. After going through this document, I would like to appeal for the following reasons: If it is assumed that the provided 30 pages is related to the complete file exchanged between MHRD and Presidents Secretariat as requested in the RTI, then it appears that some of the pages seem to be missing. The papers provided to me carry two different page markings one of them was written in hand and the other comes from the document. For example, the printed page numbers for the hand written numbers 8 and 9 are 16 and 21 respectively. Moreover, on page number 9 (hand written), it starts from point 2. Copy of these two pages are attached. Kindly confirm that the complete file as exchanged between MHRD and Presidents Secretariat contains only these 30 pages. If not so, then provide me the complete information as requested in the RTI.
