127 DOHED/R/2019/51436/1 nil In an Office Memorandum with no SR/S9/Z-08/2018 dated 30.01.2019, the Department of Science and Technology, Government of India, has declared the revision of emoluments for research personnel engaged in R & D programme of the Central Government Departments/Agencies. In view of this, I have two queries: 1. Is the above-mentioned memorandum by DST applicable to the research personnel engaged in R & D programme in MHRD funded institutes like IITs, NITs, etc. If not, then, can I get the reference regarding such an Office Memorandum published by MHRD separately, which will be applicable to IITs or NITs, etc. 2. What is actually meant by the expression - RESEARCH PERSONNEL ENGAGED IN R & D PROGRAMME. Are not these RESEARCH PERSONNEL represent Ph.D. students. If the RESEARCH PERSONNEL does not refer to Ph.D. students, then, who they actually refer to in the memorandum. This is very important as many IITS are rejecting to pay the revised fellowship amount to their Ph.D. students stating that the fellowship has been increased for research personnel only (as mentioned in the OM), but not for the Ph.D. students.
