Request:
1) A Ph.D. research scholar in India is provided with a stipend of 25000/month, based on the O.M. F.No.17-2/2014-TS.I dated 2nd March,2015. It was thought to be revised with the new O.M SR/S9/Z-08/2018. But some institutions have not yet approved the hike in stipend of Ph.D. research scholars citing clarifications from MHRD. Is there any justifiable clarification required in the memorandum.
2) What were the factors considered in increasing the stipend hike by 56% in 2014.
3) a) From 2008 to the next academic year 2019-20, please provide a statistical insight into the increase in the admission fees, and on-roll fees of Ph.D. students, admitted in all the Indian Institute of Technology institutes (IITs). (Including the fees for the 2019-2020 new students)
3) b) And considering the statistics of the increase in tuition fees of /Graded Autonomy Scheme/ institutes, inflation, increase in basic living expenses, Will the Govt. consider the earlier plea of research scholars of increasing the stipend hike by a higher margin, in the current academic year 2019-20 or 2020-21.
4) Foreign governments are emphasizing on higher education, and are allotting a significant amount of GDP on it. How much percentage of GDP is India providing on Higher Education.
5) Ph.D students are entitled to benefits of HRA as mentioned in the O.M. F.No.17-2/2014-TS.I. If so, can the IITs be allowed to collect hostel seat rent and other allied hostel charges, in the same manner as it collects for B.Tech students.
6) a)Does -hostel accomodation- in F.No.17-2/2014-TS.I means providing a single occupancy room for Ph.D. student.
6) b)If not, what does the term mean.
7) A recent notification on Semester fees from IIT Gandhinagar is enclosed as pdf. It says -/The tuition fee of Ph.D. students with Institute fellowship will be increased from Rs. 5,000 to Rs. 10,000 per semester as and when their existing rate of fellowship is revised by MHRD/-. The notification feels as if its mocking the hike in recent fellowship. And the total fees has increased to
over 15000 per semester. If this is the end-result of a PhD student who has already spent lakhs of rupees as fees in B.Tech and M.Tech, does the Govt. of India justify, to collect this much huge sums of money by the institutes, per semester from a research scholar.
