1. Are all equivalence certificate issued by Association of Indian Universities (AIU) accepted by all GOI ministries and departments. 2. Gazette notification no. F.15-17/94-TS.IV(.) Issued by Dept. of Education under this Ministry on 13th March 1995 (copy enclosed). With reference to said notification does it also binds all Ministries and departments to accept AIU equivalence certificate to allow foreign degree holder to appear in examination. 3. Does this notification allows a foreign degree holder in Marine engineering to take Certificate of competence exam for MEO Class-4 conducted by DG shipping under Shipping Ministry. 4. Based on Washington accord of which India became full time signatory in 2014. Does govt of India now recognizes all the engineering degrees issued by other member country and provisional countries of the said accord including Philippines. Please provide complete details.
