1. Copy of the IEDSS scheme is available on website of Ministry of HRD mhrd.gov.in in the following section

2. Copy of letter of MHRD regarding IEDSS scheme to states is attached.
3. All the amendments in the IEDSS scheme have been incorporated in the guidelines available on the MHRD website.
4. In Ministry of HRD, a complaint was received from Sh. Yogacharya Satender Singh. The complaint was examined with the concerned agencies and it was found there is no fraud/scam in the IEDSS scheme as alleged in the complaint. Further, a similar complaint has been received through CVC. The complaint was sent to the concerned agency for its comments. The comments are under examination/submission in MHRD. Copy of the complain would be sent to you as soon as the concerned file is received back in the division.
5,6, and 7 The information will be provided as soon as the concerned file is received back in the division.
8,9,10. No such orders has been issued by this division.
11. You can seek the appointment from the CPIO RMSA-IV, Tel No. 23384501 on any working day to inspect the documents. However, it may be noted that the file pertaining to complain in IEDSS scheme is under submission.

I have gone through the RTI application, the reply of CPIO and the first appeal.
As regards para 4,5,6 and 7 of your RTI application, the CPIO had informed that the information will be provided as soon as the file is received in the Section.
The information like copy of the complaints, copy of reply received from the Directorate of Education have already sent to you vide the letter no. 35-1/2014-RMSA-IV dated 29.4.16 on the order of the FAA in respect of your RTI application no. DOSEL/R/2016/50626 dated 11.3.16. Therefore, no further information needs to be furnished to you. It has been observed that you have been seeking information on the same matter in your various RTI applicatins. The information available has already been provided to you.
