1. GOI have allocated Rs. 388 crores for construction of new campus for new IITs, whether this fund is called Institute Fund or Government Fund. 2. Whether Government norms to be followed in utilizing the above fund. 3. Whether new IITs to follow CPWD norms in the absence of their own statutory rules for the construction of new campuses. 4. Whether Speaking Office Order is considered as Statutory order.
