Conditions of Eligibility of Teachers
i) School teachers and Heads of Schools working in recognized primary/middle/high/higher secondary schools under the following categories:
a) Schools run by State Govt./UTs Administration, schools run by local bodies, schools aided by State Govt. and UT Administration.
b) Central Govt. Schools i.e. Kendriya Vidyalayas (KVs), Jawahar Navodaya Vidyalayas (JNVs), Sainik Schools run by Ministry of Defence (MoD), Schools run by Atomic Energy Education Society (AEES) and Eklavya Model Residential Schools (EMRS) run by Ministry of Tribal Affairs.
c) Schools affiliated to Central Board of Secondary Education (CBSE) (other than those at (a) and (b) above)
d) Schools affiliated to Council for Indian Schools Certificate Examination (CISCE) (Other than those at (a), (b) and (c) above)
ii) Normally retired teachers are not eligible for the award but those teachers who have served a part of the calendar year (at least for four months i.e. upto 30th April in the year to which National Awards relate) may be considered if they fulfill all other conditions.
iii) Educational Administrators, Inspectors of Education, and the staff of training Institutes are not eligible for these awards.
iv) Teacher/Headmaster should not have indulged in tuitions.
v) Only regular Teachers and Heads of Schools will be eligible.
vi) Contractual Teachers and Shiksha Mitras will not be eligible. |

Sir,
Education is a subject in the concurrent list of the Constitution and majority of the schools in the country are under the administrative control of the State/UT Governments. Therefore, the matter related to outsource vacancy list for the post of Block Inclusive Education Resource Teacher, BIERT (High School Section) is decided by the concerned State/UT Government. Hence, we have no information to provide. Further, as per the DoPT OM No. 10/2/2008-IR dated 12.06.2008, if a person makes an application to a public authority for some information which is the concern of a public authority under any State Govt. or the Union Territory Administration, the Central Public Information Officer (CPIO) of the public authority receiving the application should inform the applicant that the information may be had from the concerned State/UT Governments. Application, in such a case, need not be transferred to the State/UT Governments. Accordingly, you were advised to seek the information from the State Government. However, a copy of your RTI Application is being forwarded to Education Department, Government of Uttar Pradesh for providing the relevant information directly to you.
2. In case you are not satisfied with the above reply you may if desire, make an appeal to Shri Vinod Krishan Verma, Deputy Secretary, Room No.526, C- Wing, Department of School Education & Literacy, Shastri Bhawan, New Delhi, who is the appellate authority, within one month from the date of receipt of this letter. |

This is with reference to the ongoing COVID-19 pandemic because of which all the things got affected including the schools, colleges and hence the education of the students. The schools has started the initiatives to provide the classes online through their own means. Even the Govt. of India and Department of School Education has started its own portal Shagun through which online teaching and training is being initialized.
I have following query:
1. Does Department of School Education and literacy M/o Human resource development have any guidelines regarding the online classes which is address to all the stakeholders of education sector
2. If yes, kindly share the guidelines source
3. If there is any guideline then which age group or class students are suitable for getting taught through online methodology, for ex. nursery or KG
4. If No, Does Department of School Education and literacy M/o Human resource development have any plan to formulate some guidelines to keep things in order for education sector
5. Is it suitable to teach Nursery level kids through online teaching methodology because some schools are telling parents to do so and asking for Fee in return |
