Respected Sir/Madam,
I am Dr. Sauradipta Banerjee (PhD, Calcutta University) and sorry to bother you through this letter. However, extreme compelling circumstances have forced me to write this to you in seek of proper justification and hope you kindly find some time out of your busy schedule to go through this and do justice to me accordingly.
I would hereby like to highlight and inform you that concerned scientist, Dr. Thangaradjou T, on behalf of Science and Engineering Research Board (SERB) under Department of Science and Technology (Government of India) has severely damaged a poor fellow like me, mentally and financially, which is beyond imagination/explanation and and hard to accept at government level. I was awarded prestigious government post-doctoral fellowship at national level (N-PDF), based on my academic credentials, publications and research proposal. I activated the same through Department of Chemistry, IIT Kharagpur (sanction letter attached herewith) and started my post-doctoral research work there. However, one fine morning, Dr. Thangaradjou T, abruptly withheld my hard-earned government-approved, allotted fellowship and directed the HOD of Chemistry, Dr. Manish Bhattacherjee, to DRIVE ME OUT of IIT campus WITHOUT ANY VALID REASON AND JUSTIFICATION till date. I have repeatedly wanted to know my fault/crime and the reason for such an extent of HUMILIATION AND PENALIZATION , but NO REASON has been shown OVER THE LAST FEW MONTHS.
Since I was forcefully driven out from IIT campus within a single day WITHOUT ANY PRIOR NOTIFICATION OR PREPARATION as per directions of Dr. Thangaradjou, I suffered a heavy financial loss (over Rs. 40,000) and mental damage which is BEYOND REPAIR. In view of this disastrous extent of injustice done on a poor fellow like me, I earnestly seek justice from you and the higher authority at government level and request to provide a valid justification and explanation behind this action by Dr. Thangaradjou T on behalf of SERB, and based on what authority and official norms at government level he has SUDDENLY STOPPED my ALLOTTED AND GOVERNMENT-SANCTIONED FELLOWSHIP without any reason. I have a lot of hope on our government who is extremely pro-active against such unlawful and unethical incidents at the level of higher education. I look forward for a proper justice from higher authorities and government against such an extent of injustice and cruelty done on a poor fellow (by Dr. Thangaradjou), who was totally dependent on that hard-earned government fellowship and only source of income at home (presently living with retired parents).
His destructive actions have devastated me and my family mentally and financially and pushed us in a state of begging and committing suicide. I have attached necessary documents for your kind convenience and perusal herewith.

As mentioned earlier, DST-SERB has suddenly stopped my running, government-sanctioned fellowship without any proper reason since November 1, 2018 (document re-attached). Even after my repeated requests, no proper reason/clarification has been produced for such a punishment from the concerned funding body over several months time now.
I am a poor fellow with retired parents at home. I was the only source of income at home. Consequently, with this abrupt stopping of a sanctioned fellowship allotted in my name, it is getting exceptionally difficult for us to manage our living and regular expenses without any alternate source of money, since I was totally dependent on this government awarded fellowship earned through some hard work.
Accordingly, I request the concerned body to regularize and release my allotted fellowship immediately, otherwise it will be extremely difficult for me and my parents to survive and live, as a result of such an extent of unnecessary penalization at government level.
Hope, my request is granted and the needful is done at the earliest.

I would like to convey that the current Head, Department of Mathematics IIT Guwahati Prof. N. Selvaraju communicated through an email that Prof. Rajendra Pundik Deore, Head, Department of Mathematics, University of Mumbai, Mumbai has been appointed as the Visitors Nominee for our department for a period of three years. Right after Head communication, the ex-head of Department of Mathematics IIT Guwahati, Prof. Swaroop Nandan Bora (and present Dean of Student Affairs, IIT Guwahati) has complimented. I quote, I find the selection very surprising in the sense that this name did not figure in the list of five names recommended by DFAC last year. Here, DFAC stands for Department Faculty Affair committee. I am attaching a copy of their emails.
This essential question is about Prof. Rajendra Pundik Deore academic credential that does not look fit for the visitor nominee of the department of mathematics on an IIT. There is no competition between the ex-visitor nominee and the present one. Publications of Prof. Deore are in very low profile journals in terms of reputation and scientific impact factor. Prof. Deore no way known for his mathematical contribution even among the mathematical committee in India. It looks surprised in either way.
Question 1. I would like to ask that, whether Prof. Rajendra Pundik Deore name has been in the list of names recommended by IIT Guwahati to MHRDas Visitor Nominee for the Department of Mathematics, IIT Guwahati. Kindly furnish the complete list of names recommended by IIT Guwahati as the Visitor Nominee for the Department of Mathematics, IIT Guwahati.
Question 2. Please provide a copy of the procedure laid down for the selection of Visitor Nominee for a Department of an Indian Institute of Technology (IIT).
Question 3. Whether MHRD reserves the right to recommend a name for the Visitor Nominee for a department of IIT Guwahati (in general, for a Department of an IIT) to the honorable President of India other than from the recommended list of names by IIT Guwahati.
Finally, I request the concern PIO to provide the correct information without mixing reply of one question to others within the time frame prescribed under the RTI Act, 2005.

Every selection process is based on a comparative study of the profile of all the shortlisted candidates.
Please, provide the basis of selecting Professor Rajendra Pundik Deore as the visitor nominee while rejecting other candidates those recommended by IIT Guwahati. I request to kindly give a comparative matrix for these candidates, based on the number of research papers, their reputation in terms of impact factors, awards, and recognization.
