Sir,
There are people who are seeking admission to centrally funded institutions under EWS. Centrally funded institutions are demanding EWS certificates from candidates. However, Candidates who belong to states like WEST BENGAL, HARYANA, ANDHRA PRADESH, UNION TERRITORY OF NEW DELHI are finding it impossible to obtain the EWS Certificate, due to denial by authorities.
Q.1) Is implementation of EWS Scheme Reservation Mandatory in all the States in their respective employment & respectively state funded institutions for admission
Q.2) Even if it is not mandatory to implement Reservation, IS IT MANDATORY FOR THE STATE AUTHORITIES TO ISSUE EWS CERTIFICATES TO CANDIDATES FOR THEIR ELIGIBILITY TO AVAIL THE BENEFIT OF SCHEME IN CENTRALLY FUNDED INSTITUTION
Q.3) What remedy is available to a candidate domiciled in Andhra Pradesh or West Bengal OR Delhi or Haryana, Whose state government authorities are not issuing EWS certificates but the candidate wants to seek admission/employment in Centrally funded Institution |

Please Provide detail- since 1st July 2014 to 30.04.2019
1.Number of grievances received against Indian Institute of Technology Mandi in all cases from Various Platforms.
2.Action taken on Grievances received by Sujeet Swami against IIT Mandi.
3.Number of Grievances received against all IITs from various platform i.e. PMO Portal, Hard copy, email etc. and provide number of grievances against each IIT.
4. Number of Grievances received against all NITs from various platform i.e. PMO Portal, Hard copy, email etc. and provide number of grievances against each NIT.
5.Number of Grievances received against all education Institutes, Universities from various platform i.e. PMO Portal, Hard copy, email etc.
6. Number of IITs, NITs and other Institutes,Universities where MHRD employees are member of BOG. provide Name of MHRD employee and concern Institute in which employees are member of BOG.
7. A primary/secondary Private School is allowed to open in IIT,NIT Campus as per GOI policies, if yes then please provide rules.
8. If MHRD higher Authority is not taking any positive action against grievances lodged regarding corruption, irregularities happening in IITs,NIT, where a complaint may be lodged against respective authorities. |

I am to be retiring on 31 December 2019 and my last MACP upgradation has due since Feb. 2017. But without MHRD, MACP Order and Guidelines, Indian Institute of Technology Roorkee has not sanctioned the benefit of MACP after implementation of 7th CPC recommendations ( January 2016). So kindly provide the following Information under RTI Act 2005 on the following points:
1. According to 7th CPC recommendation DoPT G.o.dated sept /28/2016 ( copy enclosed) is applicable in IIT Institutions or not.
2. If applicable may kindly provide the certified copy of the above G.O. along with action guidelines.
3. May kindly provide the certified copy of delegation of powers deliberated to autonomous bodies as IIT Institutions. |
