At all iit and iisc website, it is mentioned that one must have 60 % of marks in BE/Btech to get the admission in respective institution. I want to know for non-creamy layer OBC candidate do we have any relaxation on the percentage of the marks which anybody has got in BE. Do NITs IITs or National level institutes follow any guideline for the HOD rotation. 2. Do the central universities or state universities follow any guideline for the HOD rotation. 3. Do Universities or state technical universities or central technical universities and colleges run under the aegis of AICTE follow any guideline for the HOD rotation.
