I am Abhinav Dixit, I have applied for PhD position at IIT ROORKEE. In their advertisement they said that they have 20 seats but they have chosen only 12. I am unable to understand the reason behind that and please also tell me the cut off of that shortlist list. They are doing corruption in that by predetermining the students and taking them as it is.

Dear sir,
My RTI application regarding appointment of Anil Kakodkar as chairman of IIT Roorkee was disposed off on December 22, 2017. In my application, I had sought access to the file containing all notings and correspondence on the above subject. However, I was informed that the file is under submission to higher authorities, because of which an inspection could not be arranged within 30 days.
A month has lapsed since I filed my application. Since there is no clarity on how long the concerned file will remain under submission to higher authorities, it is unfair to expect the applicant to wait indefinitely. As my request for information is legitimate, I request the appellate authority to order the PIO to arrange for the file inspection for three hours.
