I would like to know the following information about the admission criteria for OBC in central government technical institution like IIT,IIM etc
1. Whether the children of group B central government OBC employees are eligible for reservations under the OBC Non Creamy Layer (NCL) irrespective of their salary income,without any other income.
2. If No then what is the criteria for reservations of OBC candidate whose single parents
Is group B central government employee with no any other income.
3. if Yes please clarify whether a certificate from the employer of the respective central government Department regarding group B or C along with the OBC certificate is sufficient for reservations in IITs ,AIIMS etc if there is no other income earned by the employee except salary. |

For Budget 2017-18: The Budget At a Glance - Expenditure report on the website of Finance Ministry shows Expenditure on education being 79686 Cr whereas under the report for Annual Financial Statements the total expenditure on education i.e. General & Technical is shown as 36884 Cr (i.e. 22480 Cr and 14404 Cr). Request to please clarify the difference between 79686 Cr Vs 36884 Cr.

b. Items or Areas of spend e.g. Primary Education, Elementary Education, Secondary Education

I want to know the steps taken by MHRD and Dept of Higher Education to solve the problem of equivalence being faced by students who have pursued one year Masters Degree in UK from Top Institutes. In this regard a grievance was filed on the Government Portal pgportal.gov.in bearing registration number DSEHE/E/2017/11933. In the reply received from Bureau - Higher Education it was given that the MHRD has constituted a Committee to look into the problems of qualifications obtained in a foreign country for degrees of the duration of which is less than what is prescribed by Indian Universities. The Committee has already submitted its Report and the decision of MHRD in this regard is awaited.
I want to receive a copy of the aforementioned report and also want to find out with which officer the report is currently pending for approval. I would also like to know about any further steps being taken by the department and ministry to resolve this conflict of issuance of equivalence certificate for such degrees in question. |

The Government is well aware of the problems regarding mutual recognition/equivalence of qualifications with foreign countries, including UK. However, no decision has been taken hitherto in respect of according equivalence to One-Year Masters Programme obtained in UK.
Insofar as report of the Committee to look into this issue is concerned, it is regretted to inform that the report cannot be shared in terms of Section 8(1)(a) of the RTI Act, 2005, as it may prejudicially hamper the relations with some foreign countries.
The issue of mutual recognition of qualification is taken up with foreign countries on individual basis depending on mutuality and reciprocity and may take considerable amount of time.

I request the following information.
1. What are the roles and responsibilities of PhD research scholars enrolled in IITs as Institute scholar (Where stipend comes from govt fund)
2. What are the roles and responsibilities of Supervisor of an Institute PhD scholar enrolled in IIT.
3.Do supervisors get any remuneration for supervising institute scholars as salary/honorarium for supervision of institute PhD scholars.
4. Under the norm what is the category of tasks a PhD supervisor may ask their student to do. And what is the category of tasks PhD students may deny.
4. What is the ground on which student can change his/her PhD supervisor.
Looking forword to your responce.
If hardcopy responce to applications is not mandated by the norms, I shall prefer to get the responce over email, for saving the cost of papers and postal charges to the government/taxpayers.
