1471 DOHED/R/2017/50917 nil Respected Sir, Ministry of Civil Aviation, GoI, has permitted/allowed to travel by private air lines other than Air India (when availing LTC) in certain sectors where Air India does not operate their service. The sectors in which blanket relaxation were given was updated by the Ministry of Civil Aviation from time to time (Please see Ministry of Civil Aviation Order Nos. AV.18011/05/2012-AI Dated: 27th September 2013: AV.18011/05/2012-AI, 27th February 2014 and AV.18011/05/2012-AI dated: 20th May 2016). As per the latest orders Annexure-II (37 sectors), Annexure-III (26 sectors) and Annexure-IV (15 sectors), a total of 78 sectors were relaxed to travel by private airlines under blanket permission. It has been mentioned that There is no requirement to seek relaxation for these sectors . Hence, I would like clarify following points from Ministry of HRD. 1. Whether department of Higher Education, M.H.R.D. has issued any order or notification based on the Civil Aviation orders aforementioned. 2. If yes, can you please provide the copy 3. It is understood from the Civil aviation order that an employee is not required to take prior approval for travelling by private airlines in sectors for which blanket permission is given. If the sector is not listed in the given Annexure in the order, then, he/she has to approach financial Adviser in the prescribed format. Is the ministry aware of the fact that, barring few, all the institutions/universities - be it public or private and across the States - have restrictions imposed on the girls in terms of the timing that they can stay outside the hostel, even when the hostel is within the campus and campus is well guarded. 2. If the ministry is so aware, what is the rationale behind such restrictions. 3. If the rationale is to prevent any untoward incidence(s) or potential threat(s) to their well being, who are these potential threat(s) and why restrictions should not be imposed on them i.e., why girls should not be at free will, at least inside the campuses. 4. If this has been the practice for long, is it going to continue ad infinitum.
