1463 DOHED/R/2017/50949 nil Dear Sir/Madam Kindly provide information on the following: 1. Please find attached the UGC notification dated 6th july 2015. I want to ask if this notification apply to the IITs. 2. IITs have the norm of recruiting assistant professors for 3 years under contract if they do not have the required post PhD experience. Are these professors allowed to take PhD students before they are regularised by the selection committee. 3. In the case above, if the faculty takes a PhD student before appearing before the selection committee and the committee recommends not to regularise the faculty and the faculty moves to other institute at the end of contract period and the student stays in the parent institute. In such a case, is the faculty eligible to guide the student externally as a supervisor. Hope to get the response at the earliest. Thanking you 18/03/2017 nil Reply attached. 1467 DOHED/R/2017/50931 nil This is regarding the exit rules for a PhD candidate registered at an Indian Institute of Technology (IIT). I would like to know if a candidate admitted in an IIT for Ph.D. (with M.Tech qualification) leaves his/her degree midway, does he/she have to refund the full amount of scholarship/stipend received till date. It is noteworthy that the institute has not informed of such rules prior to admission either in writing or oral communication. The scholarship/stipend I am referring to is granted by MHRD (under various names at different IITs) for Teaching Assistantship to candidates admitted through Ph.D. entrance test. If the candidate indeed has to return the amount received as scholarship, what kind of compensation did he/she receive against the service provided by him/her in form of research and teaching assistantship duties till date. Please clarify the rules regarding the same because PG ordinances are usually unclear in this aspect. For your reference, I am attaching the PG ordinance of IIT (BHU), which nowhere mentions anything about the refund rules. 17/03/2017 nil Reply attached. View nil nil nil View nil View
1468 DOHED/R/2017/50917/1 nil Respected Sir, Ministry of Civil Aviation, GoI, has permitted/allowed to travel by private air lines other than Air India (when availing LTC) in certain sectors where Air India does not operate their service. The sectors in which blanket relaxation were given was updated by the Ministry of Civil Aviation from time to time (Please see Ministry of Civil Aviation Order Nos. AV.18011/05/2012-AI Dated: 27th September 2013: AV.18011/05/2012-AI, 27th February 2014 and AV.18011/05/2012-AI dated: 20th May 2016). As per the latest orders Annexure-II (37 sectors), Annexure-III (26 sectors) and Annexure-IV (15 sectors), a total of 78 sectors were relaxed to travel by private airlines under blanket permission. It has been mentioned that There is no requirement to seek relaxation for these sectors . Hence, I would like clarify following points from Ministry of HRD. 1. Whether department of Higher Education, M.H.R.D. has issued any order or notification based on the Civil Aviation orders aforementioned. 2. If yes, can you please provide the copy 3. It is understood from the Civil aviation order that an employee is not required to take prior approval for travelling by private airlines in sectors for which blanket permission is given. If the sector is not listed in the given Annexure in the order, then, he/she has to approach financial Adviser in the prescribed format. Whether the said rule is applicable to the employees of NITs and IITs 16/03/2017 nil Reply attached.
