I, like to submit before you, few lines in connection with the guidelines that MHRD prescribes mandatory for all IITs & NITs regarding the eligibility criteria for admission of Full-Time PhD Research Fellows:-
1. Please provide the certified copy of the Circular Nos.10-2-2008-GR dtd.12.06.2008 and 24.09.2010 as NITs are separate Public Authorities having their own PIOs or CPIOs and Appellate Authorities.
Please answer of my each information as in Sl. No:- 1 by certifying each page of the copies with the official stamp and mention specifically if any information is not submitted by the college authorities and inform me properly as per law of Right To Information Act to my address as mentioned above along with extract Copy of all audit report Resolution Of AGM and copy of all signatory. I would like to add that if required I would pay the cost for the photocopies. |

1. Are All Indian Institute of Technology (IIT) under Ministry of HRD are governed by CCS (Central Civil Service) rules as issued by DoP&T (Department of Personnel & Training).
2. As per Department of Personnel & Administrative Reforms OM No. 28021/1/84-Estt(C) Dated- 14/11/1984 is bond transfer rule applicable to IITs i.e. from Central Govt. Organization to Another Central Govt. Institute. (as a copy has been endorsed to IITs also).
3. Am I rightful person, As per mentioned O.M. Dated 14/11/1984 to get my bond transferred from O/o Comptroller & Auditor General of India to Indian Institute of Technology, Ministry of HRD as I have applied through proper channel as per DoP&T guidelines.
4. Please inform whether there is any specific provisions/laid down policy/guidelines or any statutory law exists, if any, in respect of the Ministry of HRD which supersedes the existing DoP&T guidelines circulated vide Department of Personnel & Administrative Reforms OM No. 28021/1/84-Estt(C) Dated- 14/11/1984. with a copy endorsed to All Ministries/IITs. If yes, a copy of the same may please be provided. |

Indian Institute of Technology Madras conducted the entrance examination (JEE advanced 2017) on 21st May 2017 and published results on 11th June 2017. My son had written the examination and qualified. An unprecedented 18 marks were given as bonus marks to all the students, which has affected ranks. Of these 18 marks, 7 marks were given to 2 questions for printing inconsistency. in certain question papers. The examination is conducted in two languages (English and Hindi) and each language paper has 10 codes (0 to 9). These inconsistencies were in the Hindi versions only and award of bonus marks is contentious and is being debated widely and now is in the court.
I was able to download the question papers from the internet. Of the 20 codes, I was able to download 17 codes (all except code 1,3 and 6 of Hindi version).
I wrote to the Chairman Dr. Prem Bisht, he was kind to give me the three codes (1,3 and 6 of the Hindi version) I requested on 18/06/2017. The other codes (as below) were downloaded from the internet. To be sure of the inconsistencies, I wanted access to the original question papers.
As I need the question papers to obtain clear information to clarify and substantiate that the printing errors from the original papers, I am filing this petition to allow access to this information. I am attaching my correspondences with Dr. Ptrem Bisht, the organising Chairman of JEE advanced 2017.
Kindly allow access to JEE 2017 advanced question papers (All codes (0 to 9) in English and codes 0,2,4,5,7,8 and9) to get information on printing inconsistencies from the original documents as this matter is in the court. |

This RTI is regading the interest of the PhD students at IITs.
Having some very ugly experiences in my almost four years of PhD at IIT Kanpur, I am left with a little faith in the institute authority. Therefore I would like to ask the MHRD to direct all the institutes to form a Research Scholars Association which will monitor any unethical acts by the thesis supervisors and will enable the PhD fellows to address their concenrs. Where IIT Kanpur is well known for delaying PhD I believe the following reasons or concerns are more or less common to a large section of PhD students.
Some supervisors retaliate on their students by spoiling their academic career in order to ventilate their personnal indignation. This is absolutely unethical and not legally tenable. Personal and professional conduct should be different. When the institute administration plays the role of silent audience on such corrupt practice it naturally leaves a student with little faith in the administration.
Some supervisors are totally reluctant. Students can rarely meet them which leads to sufficient loss of time. Their only excuse is they are too busy. It may be true. But they should honestly declare this before taking a student.
Some thesis supervisors exploit their students in order to fulfill their promotion requirements. Students are forced to stay back as the supervisors do not sign the thesis even after completion of sufficient amount of work. Nobody monitors this.
Initially there is no proper plannig and the students are given work on adhoc basis. At the end of the day the students struggle to give a good shape to the thesis which results in wastage of time.
Non availability of machine time is a serious issue.
In conclusion I strongly suggest to form the aforementioned association in order to curb such corrupt practice which will prompt the students to study in India rather than going abroad. |

I am very much thankful to the MHRD for the early response on my RTI and also for having forwarded my application to IIT Kanpur.
I have just one point to clarify. I wonder whether my application has been forwarded to other IITs as well. As has been mentioned in the RTI the PhD students of other IITs may have similar plight. Personally I am not aware of the situtation of other IITs and that is why I am worried about them.

1. On what guidelines, category of JEE Advanced from Open to OBC can not be changed as we have all documents
2. We have OBC in JEE mains, so we should get admission to Regional colleges/other colleges which considers JEE mains score in OBC category. This is not the case as admission is common for REC and IIT and considered as open now. On what basis/guidelines, student is considered as open ( though JEE mains has OBC) |
