1553 DOHED/R/2017/80024 nil Honorable Prime Minister, This is with reference to agreement no 08/EE/E/JPED/2015 16 for work of 150 KLD sewage treatment plant Based on Moving Bed Bio Reactor Technology at IITDM, Dumna Road, Jabalpur We have successfully completed the above project within the stimulated period. We would like to draw your kind attention that we have not received any running bill payment because of non availability of funds with department during the execution period and after completion of work. More than 12 months have passed since the completion of project. We have approached the Chief Engineer office number of time to release our payment but we have been given assurance that they will pay us the payment as soon as IIITDM, Jabalpur releases us the payment. On this we approached IIITDM, Jabalpur where again they assured us, they will release the payment to CPWD as soon as they will get the payment from MHRD. On this we approached MHRD and email Ms Simriti Irani but we got no response from them. We even wrote a letter to PMO dated 06/07/2016 registration no PMOPG-E-2016-0237825 but it was forwarded to concerned authorities but did not received any reply. We have even filled RTI dated 19/12/2016 reference No. DOHED-R-2016-81442 in this regard in NITI Aayog and it was forwarded to Ministry of Human Resources as shown online. We would like to inform that we have received a reply from MHRD mentioning that the payment was not release because of non approval of revised cost estimate (RCE) and it seems that some of the funds has been released which was not adequate for the completion of project. Due to which revised cost estimate has been submitted for the approval. We therefore request you to direct MHRD to release a part payment from the earlier released funds till the final approval of RCE. It is not a positive and time target release of fund. In the view of this we would like to draw your kind attention and request you to intervene to process the approval of RCE at the earliest. We request you to provide the following specific details Releasing of Part Payment Target date for approval of RCE Reason for non-approval of RCE We being MSME unit are in financial crisis because our total payment against above work order is due and same is affecting our business in other projects. Looking at our plight, you are requested to kindly look in this matter and help us in this crucial hour. We look forward to your favorable reply in above matter and early reply.
