Let me illustrate this by an example although the organisation is not under MHRD. The apex governing body of the Tata Institute of Fundamental Research (TIFR) under the Department of Atomic Energy (DAE) has seats reserved for the Sir Dorabji Tata Trust (SDTT), a private self-acclaimed philanthropic trust and one of the Tata Trusts.\n\n(b) Say yes or no as per the record if MHRD, which deals with highly sophisticated and vital issues of human resource and development is deeply ashamed/apologetic that, in the apex governing body of some of its organisations, there are members who may not be duly qualified to do their job, if that is the case indeed.\n\nFormula: A private player/trust provides initial support in setting up an organisation and then gets the government to contribute majorly in its expenditure eventually while retaining the highly influential positions.\n\nExample of the above formula is SDTT in TIFR occupying commanding positions in its apex governing body including the Chairman with special powers, and the government of India (GoI) contributed 635.54 out of 635.64 crore rupees for the FY 2016-17 as revealed by my RTI TIOFR/R/2017/50034.\n\n(c) Say yes or no if such a formula has ever been successfully applied on MHRD organisations, and if yes, provide copies of all records that express displeasure over the formula and special pathways to highly influential positions while normal Indians can only rise through government channels reminiscent of British rule in India where British had monopoly/preference over high positions. 03/04/2018 nil Reply Attached View nil nil nil View nil View
