2442 DOHED/R/2016/50343 nil SUB -- GATE 2016 Exam -- Seeking action taken report for the complaint\n\nDear Public Information Officer,\n\nDear Sir or Madam,\n\nI gave the GATE 2016 examination in the Physics paper on 30th January 2016 between 2 pm and 5 pm at Rajalakshmi Engineering College, Chennai. Therein, due to an ignored erroneous behavior in what might be the rapidity in the click repetition rate of the mouse of the personal computer system allotted to me, I received an unfair and disadvantageous position to take the highly competitive and prestigious exam vis-a-vis the rest of the rest of the candidates taking the exam.\n\nI reported the entire incident there and then to the attending staff and also after the completion of the exam, and upon reaching my home, to the GATE authorities via electronic communication. I have attached a copy of the email here for your kind perusal.\n\nI request you under my Right To Information, by the RTI act of 2005, to furnish me the following details.\n\n1. Please inform me as to what further actions that were taken or proposed to be taken by the GATE organizers basing on my complaints to the GATE 2016 organizing committee,\n2. The investigation Report, if any, of the findings of the GATE administration personnel, \n3. The proposed grievance redressal mechanism, if any, to compensate me based on the findings.\n\nA. The detailed write-up is bound together with documents and attached herewith.\n\nIssue in brief - It is related to an erroneous behavior, a problem of rapid character repetition rate to be specific, of the computer system mouse allotted to me for giving the computer based GATE 2016 Physics examination at Rajalakshmi Engineering College, Chennai, on 30th Jan, 2016, leading to a substantial loss of precious examination time.\n\nI received letters by post on 16th February for my RTI from Mr. Prisca Mathew, Under Secretary & CPIO, MHRD, DoHE, TS-I, intimating me that my RTI applications were forwarded to the PIOs attached to IISc, Bangalore.\nI received a response from Mr. J Bhattacharya, referring to my RTI application and the letter from MHRD forwarding my RTI, on 22nd February, 2016, the main content of which is also attached herewith.\n\nWe can easily see the response entirely negates and literally ridicules my complaint by doing so. The following are my queries \n\n1) From which date education cess is being charged\n2) How much is the percentage of education cess being charged\n3) Till 31-December, 2015, what is the total collection under education cess\n4) What is the objective of utilising the collected funds under education cess\n5) How much money has been spent over mid-day meal scheme\n6) How much money is allocated to Higher Education schemes\n7) May I know the total amount that has been spent on the earnings through education cess\n8) Where does the government plan to utilise the remaining funds and the funds that shall be collected in future\n9) Who is responsible if the funds collected are underutilised or misutilised\n10) Is Sarva Shiksha Abhiyan programme going to be funded partially or fully from education cess budget \n11) If it is partially, then how much will be the contribution from education cess funds 02/02/2016 nil In this connection, it is intimated that the Education Cess is collected by the Central Board of Direct Taxes. The IFD, MHRD does not have any information regarding collection of Education Cess and its disbursal. \n\nYou are, therefore, requested to contact the Department of Central Board of Direct Taxes for obtaining the information.
